(Sacramento) - Assemblymember Mike A. Gipson (D-Carson) introduced Assembly Bill 2605 to ensure that group homes and foster care facilities have the appropriate protocols in place that will restrict calls to law enforcement on foster youth, and used only as a last resort. “Many group care facilities continue to rely on law enforcement as the primary behavior management response to minor incidents…I want to underscore minor incidents,” Assemblymember Gipson says. “A foster youth was arrested for engaging in a food fight with a cake and charged with inciting a riot. A child who poked a caregiver with a candy cane was arrested for assault with a deadly weapon.
